Bore from side to side the rim joist and upright support in two spots. Put bolts all from beginning the rim joist to end the upright support. Knock with hammer to make it unmovable. Make a hole with drill through the upright support from the adjacent joist midpoint.
Reexamine the plumb of the upright support with the level. After it is fit, you can directly put your deck planks.
Check the gauge between two upright supports, about 3 inches off the decking. Make the lower piece of rail by making a mark and cut a 2 x 4. Make two holes using drill on the outside aspect of the lower rail. Then situate the upper rail on perimeter on the sections. Flat the plank with the upright support and make holes two in every point just like for the lower rail. Join securely using screws.
